What Is the Professional Regulation Commission (PRC) in the Philippines?

The Professional Regulation Commission (PRC) is one of the most important government agencies in the Philippines. It serves as the official licensing and regulatory body for many professions in the country. The History of Professioional Regulation Commission

The PRC was established on June 22, 1973 through Presidential Decree No. 223. Before its creation, different professional boards worked independently and were supervised separately by government offices.

Professions Regulated by PRC

As of today, the PRC regulates more than 40 professions in the Philippines. These include:

  • Healthcare professions: Nurses, Doctors, Pharmacists, Medical Technologists, Midwives, Dentists
  • Education: Professional Teachers (LET)
  • Engineering and Technology: Civil Engineers, Electrical Engineers, Electronics Engineers, Geologists
  • Business and Finance: Certified Public Accountants (CPA), Real Estate Service Practitioners
  • Architecture and Design: Architects, Interior Designers
  • Other Professions: Criminologists, Psychologists, Librarians, Social Workers

Functions of the PRC

The PRC has several important functions that affect both professionals and the general public.

1. Conducting Licensure Examinations:- The PRC prepares and administers board examinations for various professions. These exams test the knowledge, skills, and competence of aspiring professionals.

2. Issuing Professional Licenses:– After passing the exam, the PRC issues:

Certificate of Registration
Professional Identification Card (PRC ID)

These serve as proof that the individual is licensed to practice their profession.

3. Enforcing Professional Standards

The PRC, along with the Professional Regulatory Boards (PRBs), enforces ethical codes and standards of practice.

4. Regulating Professional Practice: The PRC ensures that only licensed individuals practice regulated professions. Those caught practicing without a license may face penalties.

5. Implementing CPD (Continuing Professional Development)

The PRC requires professionals to earn CPD units before renewing their licenses. This ensures they continuously upgrade their knowledge and skills.

6. Taking Disciplinary Action

The PRC has the authority to investigate complaints against professionals and impose sanctions such as suspension or license revocation.
