PRC Certificate of Passing: Complete Application Process

Passing a licensure examination administered by the Professional Regulation Commission (PRC) is a major achievement for Filipino professionals. However, before new professionals can fully practice, they often need to request official documents from PRC to prove their success. One of the most important documents is the Certificate of Passing.

The PRC Certificate of Passing serves as official proof that an individual has successfully passed the board exam for their profession. This document is often required for employment, further studies, applications abroad, or personal records. While the certificate is not automatically given during the oath taking ceremony, it can be requested through a formal application process.

What Is the PRC Certificate of Passing?

The Certificate of Passing is an official document issued by the PRC. It confirms that the bearer has successfully passed a professional licensure examination in the Philippines.

It is different from the following documents:

Certificate of Registration (COR): Issued after initial registration, authorizing the holder to practice the profession.

Professional Identification Card (PIC): The PRC license or ID that professionals carry, valid for three years.

Board Rating: A document showing the grades obtained in the licensure exam.

The Certificate of Passing is often requested by schools, employers, and international institutions that need verification of a professional’s board exam success.

Why Is the Certificate of Passing Important?

Employment Requirements

Some local employers, especially in education and healthcare, require a Certificate of Passing as proof of board eligibility before hiring.

Overseas Applications

Professionals applying for work abroad (nurses, engineers, teachers, etc.) often need the certificate for foreign credential verification.

Further Studies

Graduate schools or specialized training programs may ask for the certificate as part of admission requirements.

Backup Proof

Having a Certificate of Passing ensures that even if you misplace your COR or PIC, you still have official proof of passing the exam.

Who Can Apply for the Certificate of Passing?

Any professional who has passed a PRC administered licensure examination.

It may be requested immediately after results are released or years later, depending on when the certificate is needed.

Even professionals who are not yet registered (did not proceed with oath-taking or initial registration) can apply, as long as they passed the exam.

PRC Certificate of Passing: Step by Step Application Process

Applying for a Certificate of Passing requires careful preparation. Below is the complete process:

Step 1: Prepare the Requirements

The general requirements include:

Duly accomplished request form (to be filled out at the PRC office or downloaded from PRC’s website if available).
One valid government-issued ID (passport, driver’s license, SSS, UMID, voter’s ID, etc.).
Recent passport-sized ID photo with white background and proper attire.
Payment for processing fee (around ?75 – ?100, but subject to change).

Optional requirements (if applicable):

Authorization letter and ID of representative:-  if someone else will claim the certificate.
Old PRC documents (PIC, COR, or Notice of Admission):- sometimes requested for verification.

Step 2: Visit the PRC Office or Service Center

Go to the nearest PRC regional office or service center that processes Certificates of Passing.
Some satellite centers may not issue certificates, so it’s best to check first.

Step 3: Secure and Fill Out the Request Form

Request a copy of the Certificate of Passing application form.
Fill it out completely with accurate information:

Full name (as it appeared in the exam records).
Profession.
Date of examination.
Place of examination.

Step 4: Pay the Processing Fee

Proceed to the cashier for payment.
Keep the official receipt as proof of transaction.

Step 5: Submit Your Documents

Submit the accomplished form, valid ID, and receipt to the designated PRC counter.
If everything is complete, your application will be processed.

Step 6: Claim Your Certificate

  • PRC will inform you of the release schedule.

  • Some certificates may be available on the same day, while others may require a processing period of 3–5 working days.

  • Claim the certificate at the releasing window by presenting your receipt and valid ID.

Processing Time and Fees

Processing time: Usually 3 to 5 working days, depending on the volume of requests. Some PRC offices release it the same day.
Fee: (subject to change by PRC regulations).
Validity: The Certificate of Passing does not expire, as it is a historical record of your exam result.

Can You Apply Online for a Certificate of Passing?

As of now, the Certificate of Passing is usually requested in person at PRC offices. Unlike license renewal or examination applications, it is not always available on PRC’s online system (LERIS).

However, you can use the PRC Online Services portal to check for updates, as PRC gradually expands its digital services.

Applying Through a Representative

If you cannot personally claim your Certificate of Passing, you may authorize someone to do it for you. Requirements include:

Authorization letter signed by the professional.
Photocopy of your valid ID.
Representative’s valid ID.

Common Issues and How to Address Them

  • Misspelled Name on Certificate
  • Submit a request for correction and bring valid IDs or supporting documents.
  • Lost Certificate of Passing
  • Request a re-issuance by following the same application process.
  • Old Examination Records

If you passed years or decades ago, PRC may take longer to retrieve your records. Patience and complete documents will help.

Not Listed in PRC System

Sometimes, exam results from older years are not yet digitized. PRC staff may manually verify records.

Tips for a Smooth Application

Bring Extra ID Copies: Photocopies are often needed for forms and verification.
Arrive Early: PRC offices can get crowded, especially in the morning.
Check PRC Announcements: Confirm if your regional office offers the service to avoid wasted trips.
Keep Receipts: Always keep your official receipt until you have claimed your certificate.
Prepare Correct Details: Ensure your exam date and profession details are accurate to avoid delays.
